It's true that the original Goths were an ancient German tribe. But (as I'm sure the setter of this question knew) they gave their name to a mediaeval style of architecture, and that led to its being used for a style of English literature that began in the late 18th century. The youth culture was named after that literature, which included elements of horror, death and romance – and thus only indirectly after the ancient German tribe.
